Hmm, IBM having difficulty with https links. SNAFU

For those non-english speaking folks who may not understand: Situation Normal, All F'd Up.

In actual fact I'm shocked when they actually work.

I called ESS. They acknowledged a problem with Download Director. They were not aware of any issue with https. They are now. I sent them the file with the bogus links. I suggested that the problem with Download Director may have be using the same bogus links.

We'll see what happens...

I'm trying to download software from ESS.
I tried Download Director and even accepted all the scary Java and other threat messages. I still got a connection refused.
So I tried HTTPS instead. That doesn't download anything but a text file with some links in it. I tried the links but I only get a WTF message on that URL. Apparently they start out with some sites which I'm guessing only work if you're internal to IBM so I could open an issue but I'd probably get "works for me". I tried the name at downforeveryoneorjustme.com and it tells me it's not me.
The links begin with
https://delivery03-cpc-bld.dhe.ibm.com
