Do you see the SYN ACK departing IBM i? In other words it matters where 
to do the Wireshark trace from.  If it's STRCMNTRC that's cool and it 
can create pcap files for wireshark but that just says that IBM i 
created it, not that it got to your switch, let alone to your device.

If the wireshark trace is run on the machine with ACS on it that's 
absolutely the end of the line so if it is seen at the switch, it is 
getting lost 'somewhere in the middle'.

FYI We have a number of i7.5 partitions running and have experienced no 
issues.
