Bobby,

65535 basically means "I don't know what the data is" or arguably "that 
data isn't text."    The notion of converting it to another text 
encoding when you don't know what it currently is doesn't make a lot of 
sense.

I would suggest assigning a proper CCSID to the input field instead of 
65535.
