Does your screen look like the following

If so that might be indicative that you have "allow console takeover" set
up in SST set up with
8. Work with Service Tools Server Security and Devices
2. Select console
Allow console recovery and console can be taken
over by another console . . . . . . . . . 1 1=Yes, 2=No

So that's a perfectly normal IPL it just wants to takeover the console.
Console takeover allows you to drop your console session during critical
operations like a full system save, long month end process, adding new disk
drives, etc and reconnect right back in as if there were no interruptions.
I love it. Some people hate it as that 'operator' who uses the system
console to do a restricted full system save now gets this prompt and that
would require typing up new instructions for that operator.
The only function key to bypass this indicates that it will power off that
session.

You've said you've done multiple IPLs, right? Any chance you can now ping
the regular IP address? Can you start a regular 5250 session that's not a
system console?
If ping works but not 5250 perhaps there's a back door. Like maybe
QINTER is down you you need to use ftp to do
quote rcmd strsbs qinter
