Temporary workaround is to follow Birgitta's earlier suggestion of using an
earlier ending timestamp. I can tell you that the year 3069 is good, 3070
is not. The exact timestamp of errors is somewhere in the beginning of
3070 but 3069 should be 'good enough'.
I've opened up a case on this. Basically it's the sliding date of 6 digit
dates that's biting you in the butt.

The documentation says
If no starting timestamp is specified, *FIRST is used.
If no ending timestamp is specified, *LAST is used.
Maybe specifying dates like you are freaks it out since those dates start
in a different receiver and end in a different receiver than the one you
specify?

BTW, any attempt to try
starting_timestamp => '*FIRST',
ending_timestamp => '*LAST'
will result in:
SQL State: 22023
