In a discussion about this exact topic with an IBMer I got a reply that:
"Hi Rob... I have been publishing SQL solutions at a fierce pace here:
http://ibm.biz/Db2foriSQLTutor ... as far as DSPS36 and CHGS36... I have
published solutions for topics that do not have a proper IBM i (SQL)
Service"

So it's going to take some sort of API. I would be the only way to get
this via SQL is to roll your own (providing you can even find the API) or
see if Bob Cozzi has one. I know a few people who would pull their hair
out if IBM created new sql services for S/36 environment.
If you cannot find an API you could try job tracing, etc to see what calls
happen while you are in there.
Or you could open a case and see if there are any APIs.
I did not find any at:

Is there a way (preferably via SQL) to programmatically get the
information that is available using DSPS36, or to make changes
programmatically instead of using CHGS36?
In particular, I am interested in an easier way to remap the device IDs.
