Hi

this message: "Member F031 already in use." would make me think something
had an exclusive lock on the file.
I guess from your message you've already checked for this.

The CPF3130 leads me to this IBM page:

Looks like enough people have had this message in your situation that it
has it's one page.
Based on the information in the log above opening a ticket seems like a
good move.
