setenv() and getenv() are actually "C" standard library functions and their
prototypes are in stdlib.h (look for in QSYSINC/H).
But the source code of these are in "C". These are open sources that you
may find in many places, especially in Unix/Linux-like systems.
You can build your own prototypes in RPG. I believe Scott Klement has
already done that in his libraries for CGI programming. But I think you
won't find the actual C sources on the IBM i as they are implemented as
service programs.

Also, you may want to check members QP0Z1170, QTMHCGI, QZHBCGI in file H in
the QSYSINC library. These are the prototypes for C programming that
implement extended functionality of setenv() and getenv(). But source
code, probably only within Linux distributions that include source code.
