There is only one path to modernization for any IBM i operation of
substantial size, and that is to webify via REST APIs compliant with
OpenAPI. Two-tier webification of this sort allows web developers who are
new to the platform to become immediately productive. It’s easier to teach
RPG developers to create REST APIs using modern tooling and leave the outer
layers of the web application to persons already skilled in that art than
to expect RPG developers to become experts in CSS, Javascript, web
languages, etc.

Modernizing by intending to convert away from RPG & COBOL at the core
business logic level to the open source languages does not offer the same
runtime performance. The conversion itself is fraught with peril. Better to
maintain, factor, and encapsulate your existing code as web services as
described above.

Having trouble hiring? The market is flooded with out-of-work young full
stack web developers. Hire a few bright and ambitious ones and train them!
