One thing that has helped me is to open a CMD window, navigate to the proper Start_Programs directory and execute acslaunch_win-64.exe from the command line. Often enough, the messages logged to the console have been enough for me to work out what the issue is. It's almost always me not getting the JVM in the PATH...
