There are two specialty settings on WRKOUTQD
Sure, if you use F13 to change and set OPRCTL to *YES then *JOBCTL will
work. But if you want to avoid passing out *JOBCTL like candy you can just
set AUTCHK(*DTAAUT) and then set the appropriate authority to the *OUTQ
object
*DTAAUT
Any user with add, read, and delete authority to the output
queue can control all spooled files on the queue.
