CHGJRN (journal_name} *GEN creates a new receiver and detaches the previous
journal.

Each journal receiver has unique, easy-to-find entries with the name of the
previous and next receiver and library (forward and backward links), which
is exactly the information you need to run a save and to do other
interesting things if you like to fiddle with such things.

My approach to a similar scenario involved a job scheduler entry that ran
the journal change job every few hours. Then I added a simple exit program
to the CHGJRN command (it's actually not hard if you RTFM; the exit
parameter list is straightforward) to pick up the new journal receiver name
and library, save it, and FTP it offsite.
