I'd figured it was a CCSID problem (the error message said as much, after all), but I could have sworn there was a place to change that in STRSQL itself.
Sadly, when I changed my job CCSID (from an off-List suggestion), I ended up with:
Message . . . . : Text search support is not available for reason 3.
Cause . . . . . : A problem with one of the text search administrative
tables was detected. The reason code is 3.
1 - One of the text search administrative tables was not found.
3 - Text search support is not installed.
4 - Text search support is not started.
7 - No text search servers have been defined.
Oh, well, STRSQL is hardly the only tool in the box.
