... SQL create procedure generates a C programm with embedded SQL and this
needs a package on the remote system. There is no option to avoid recreation
of the package after changing the programm.
Maybe you could try to split the local and the remote part to minimize the
changes to the remote part and make a SQL call from the local to the remote
part.
Another option would be a local programm (in another language) using SQL CLI
for the remote database operations. SQL call level interface doesn't use
packages.
