I don't think this is a problem with ACS, rather, that it's a QShell error.
I Googled that message and got several hits - the first one was from IBM - https://www.ibm.com/support/pages/argument-number-limits-ls-rm-and-other-qshell-commands-qsh-001-0078-process-ended-signal-5
This is an interesting page, worth a look in general, as it contains information about tracing QShell processes.
I don't know what went wrong - I tried that statement below with apostrophes, without them, with full quotes - all gave me the result. Where is your copy of the JAR file?

I've used the jar command to see the contents of a jar file - here is an
example for the ACS jar file -
jar tf '/QIBM/ProdData/Access/ACS/Base/acsbundle.jar'
Run that in QShell and you'll get a list - first level, I think. There is a
directory named Plugins - they don't have all the names we see, like
cldownload - here my lack of Java knowledge reveals itself, as I see nested
jar files in the listing.
What version are you using, Dave? All the plugins have been around for a
long time.
