I tried the CL command ADDENVVAR ENVVAR(QIBM_MULTI_THREADED) VALUE('Y')
LEVEL(*JOB)
But the result is the same. I've no way of knowing if I've really set the
variable correctly.

make sure JAVA_HOME is set
test in QSH run "java -version"
check to see if env var QIBM_MULTI_THREADED is set to "Y"
