From my decades long experience with real, grown networks at customer sites: Not necessarily.

However many are using H/A processes which may now have the other lpar being in a remote city for a time period. Now that data is going out into the wild and back.

This is why there are VPNs.

Just by using IBM i supplied tools like STRCMNTRC I can easily hack passwords on non ssl connections.

Not hack, just sniff. ;-)

But, by golly, we are working on converting non-ssl telnet to ssl telnet because of it.

Yeah, showing people what "password over the wire in clear text" really means is most often a shocking experience to them. Very healthful.

Bottom line, I would trust my own (comparatively small) LAN, or at least parts of it enough to allow clear text passwords traversing it. Your mileage may vary as well as the size of one's individual tin foil hat. :-)
