*SRVPGMs were introduced with OS/400 V2R3 as part of the Integrated Language Environment (ILE), even though at V2R3, the only language available for ILE was C/400.
V2R3 was then used to "bootstrap" the other ILE compilers and runtime libraries for ILE COBOL and RPG IV, first shipped with V3R1 and V3R6, for CISC and RISC, respectively.
(I do not think ILE CL appeared until V3R2 / V3R7.)
