Tea leaves tell me the Unix side of Power is pushing deeper in the IBM i.

I have about  3-4  more years and then I'm skipping all releases.

NO!

First off SEU has not been touched by IBM since V6R1. So what they are
saying is like SEU they are dropping support for those functions, meaning
no changes, fixes, or testing on new releases.
This is the skip release strategy IBM came up with many moons ago.
Lack of support is not the same as not available.
Will they still run, sure, just not supported.

That all said, read the tea leaves. They don't ship the old Java Versions
any more.

Are we staring at a new Version, in my mind doubtful unless something
really fundamental in the OS is changing.
Will new releases include that software in the distributions, most likely
not, but if they are loaded on your systems they will continue to work (at
lease within the bounds of the current support)
5770-DE1 DB2 Extenders and its three subparts are still there, and work,
they are at V7R1.
5733-sc1 is still V7R2, etc, etc.
Some of those things are supported, others not.

"IBM i 7.5 will be the last release that will deliver the following
functions from the IBM i portfolio:"

Listed (among others) is "Rational Development Studio for i (5770-WDS)
option 21" which has SDA, DFU, etc. Does this mean STRPDM and SEU go away
too? I only use SEU to view source members once in a great while, but I
use STRPDM a lot.

Replacement suggestions says "There are several options for replacement,
including Rational Developer for i, Code for i, and others." RDi can do
green screen menus like SDA?

We cannot be the only business that does green screen menus and apps.
There has to be thousands and thousands of shops.

There is so much FUD around this, understandably - the announcement says
that there will no longer be support. It also says several items will be
withdrawn from marketing. I admit that the terminology is not completely
clear to me, either.

Nothing is said at this time about removing anything from the system. I
can maybe see a scenario where you get a new machine, and you would have
to
restore these from a save on the older side. We have no statement from
IBM
on that kind of thing.

We are kind of the blind leading the blind on the future, eh? :)

If its not shipped in IBM i next, what is the possible outcomes of the
utilities? Would the release leave it or remove it?

They won't ship it in IBMi next in all likelihood
