I've used UserLAnd https://github.com/CypherpunkArmory/UserLAnd to create
a full not-rooted Ubuntu Linux env on my Android device and run Java and
ACS and my own Ublu on my handheld. No learning to program Android!

I've been developing some progressive web apps and it's a great way to web
apps without having to be device specific.
