In "WinDoze" as you call it, it's the Snipping Tool, and you can press
Start+Shift+S and it will start a grayed screen where you can left-click
and drag your mouse. Releasing the left-click stops the capture and you'll
automatically get it on the clipboard. It also can be called as "Snipping
Tool" from the Start menu.
