A Windows support person (not knowledgeable about IBM i) said this:

<snip>

The only context I can give here is the following. A Windows relay acts
this way and I have to presume that the IBM is similar.

All 3 of these are related but separate.

- A local server needs to be listening on port 25. I would agree that
it seems like this is true based on the netstat.
- The local server “allows connection” from everywhere, specific
networks, and/or specific hosts.
- The local server “allows email relay” from everywhere, specific
networks, and/or specific hosts.

It would seem if you cannot even connect via PuTTY that the second item is
not in place.

</snip>

Seem reasonable? How/where do I check that?

No joy. Tried uppercase and lowercase. Pressed ENTER slowly about a

When you connect to port 25 try typing HELO (sic) and hit enter a couple
of times.

Subject: IBM i as email relay

A support person had me install Putty and connect to the IBM i on port 25.
Got a blank screen with no welcome message.
