Well, I don't expect any effort from IBM going into expanding the outdated, deprecated, inferior and generally legacy TUI. According to IBM directions and general widespread perception, that is.

Also IIRC, both HTML and UIM are extended from SGML.

That matches my understanding.

UIM is also nice for command help = and the GENCMDDOC command is pretty cool, especially if you put the output in the IFS, again, IIRC.

Ooh, interesting! Pity this hasn't been part of V4. Thanks for this hint!
