It's not the BP's job to set system values for the customer. I can strongly suggest it, and I do, however not my machine nor business, so I can not make that call.

Until we know the customer and the applications very well, suggesting a change like that can really cause issues. While Rob is correct that many have changed that system value mid-day and not looked back, I've also see havoc raised where the business is down while the issues are fixed.

The BP has the duty to inform, but just like anything else, once informed, it's up to the customer to take action, even if it's "yea let's change that".

It took me 1 - 2 years to convince where I work to change it to 37. There
were no issues, as expected.
I blame the IBM business partners that don't set it properly when they
install the server.

"If it was such a bad thing then why does IBM default it to that?" To make
it so unbearably painful that you pick the correct one for your location,
perhaps?
Many installations have changed this system value midday during production
and have never looked back.

Default system values for national language versions:

Here in the US 37 is a popular value.
