I just tried to change QCCSID to 13488 on IBM i 7.3 and it refuses to do that. Message says:
CPF1076 Specified value not allowed for system value QCCSID.

What does that prove?

I have this very vague recollection of hearing that in the more recent
revisions of the OS, the data in a PF is, at the lowest level, stored in
some Unicode format, regardless of what encoding scheme it's presented in.

Other than finding reliable documentation, I doubt there is any way
for us to verify this. When you introduce "at the lowest level" on an
IBM midrange, you are delving into details that the OS often actively
tries to hide from you.

That said, perhaps you were thinking of this passage:

"A specific version of the Unicode standard, as defined by Unicode 2.0
and ISO/IEC 10646-1, has also been registered within IBM as CCSID
13488. This CCSID has been used internally by Db2® for storing graphic
string data in IBM eucJP (Japan) and IBM eucTW (Taiwan) databases."

Granted, that's not Db2 for i, but I imagine some of the content is
applicable nonetheless.
