Check out the STRJRN parameter on the RSTLIB command.
STRJRN(*NO) will restore the files without restarting journaling (assuming
this is what you want to do).

The default behaviour for a restore is to re-establish journaling for a
table. If these libraries are all on the same system, I would have expected
the journaling to remain intact after the restore and for the files to be
journaled to the PROD library. How did you do the update - did it actually
work ?
