I could do it with a button but would require changing the users initial
logon program to run strpco

Then I could use strpccmd 'start [1]http://url...'

I just remember that strpco was not always the best but that was many
years ago,

That was not part of your initial request. :-)

Is "meaningful" really required when the user just clicks the URL anyway?

Then you need to build a shorter URL yourself. As stated before, it's not
possible to have a text displayed in any existing 5250 emulator and
another "hidden" text is sent as URL to the browser.
