Doesn't the compilers use the same licenses as the rest of the tools?

I am having to go cold turkey without PDM and SEU. The compiler commands
work but PDM and SEU do not.
It's making me use my new Windows based PDM tool to access and compile
source.
I'm also testing using VS Code more and RDI a bit as well. But I'm liking
the tool I created because I can use all my PDM user options even without
PDM !!
I can see that for RPG developers who don't want to change or try new
things switching is hard because we're all addicted to PDM and SEU.
First world problems.....
