I don't follow the question. A citizen that's never lived in the country?
Do you mean because a non US citizen has to file in the US if they make
sales in the US?
I also enjoy all the documents from customers (mainly outside the US) that
want to force me to sign an agreement that says I won't discriminate, have
slaves, and practice fair business. lol. They get worse every year. The
lawyers are keeping busy!
