The problem is multilayed in using them for testing new releases.
1 - Getting a key for a vendor package.
2 - Paying the ransom from the vendor to move to subscription pricing to
get their new release certified for the new release of IBM i.
3 - After paying the ransom only to find out that they don't even have a
release ready. Maybe next quarter.
4 - Finding out that 'next quarter' never arrives
The biggest security concern is vendor software dragging you down from
moving to new releases preventing you from using stuff like MFA.
For the love of all that is holy, do NOT suggest some vendor package for
MFA which runs on 7.5 as the last thing I want is yet another vendor who
only moves to new releases at gunpoint.

You can use those VSIs (LPARs in the cloud) as your test environments,
specially if you have a recertification process before going live with
your new IBM i release.

Let's say you were ordering a new Power 11. As part of the deal IBM
throws
in a years subscription to IBM Power Cloud. Your company really has no
cloud interest at this time. What would you do with this offering?

At this time we have two Power 10s and a Power 9. The Power 9 will be
getting replaced by a Power 11 mainly due to "change of support" and that
it cannot run IBM i 7.6. Across these machines are 14 LPARs of IBM i,
two
LPARs of AIX (solely for IBM Storage Protect) and the usual 6 LPARs of
VIOS. A couple of the IBM i LPARs are using software replication from
one
of the Power 10's to the Power 9 for H/A. The Power 10's are in one data
center, the Power 9 in another. We're using Data Domain VTLs for backup
and haven't had a physical tape drive in years.
