We did a full save last weekend, Feb 6, and they are still there.

For automatic deletion to happen, chgjrn dltrcv(*yes) must be set. Did you check this?
I would have expected to find the appropriate information in the following article, but sadly, no.

In addition, the online help text also has no detailed information about when the deletion happens.
My guessing: It's a background process which "knows" all the system managed journal receivers on the system, and if their associated journals are set to dltrcv(*yes). As soon as a receiver is eligible for deletion (not attached, has been saved, etc.), said process deletes the receiver. This usually happens after the save (savlib, savchgobj) has picked up the receiver.
The system has also IPLd since then. Is there a setting that tells the system how long after a save to keep them?
Not that I'm aware. Recent OS releases know the DLTRCVDLY parameter, but this is the delay about when to retry a failed delete attempt.
