Maybe they are separate issues?
1 - Is there a way to see if the monitor is running? Well, I'm sure that
one of the work management services at
https://www.ibm.com/docs/en/i/7.6.0?topic=services-work-management would
help. Stuff like this is why I'm pretty much abandoning CL and replacing
it with Stored Procedures.
2 - include a STRDBMON command in the QSTRUPPGM routine? Well, if it's
down after every IPL, and you want it running, that might not be a bad idea.
