FYI...

SNDPTFORD failed with this error simply because my contact info had "USA" instead of "US" for the Country.

USA had been the value for many years. I had to look at the "eccTracex.x.log" in '/QIBM/UserData/OS400/UniversalConnection/log' where I found this:
Fault description: Error calling HRS web service: java.io.IOException: Server returned HTTP response code: 400 for URL: https://hrs-w3.no-users.ibm.com/processData
