Have you tried connecting to PUB400 with SSH and FTPs so you can determine if this is an ACS issue or just a connectivity issue?

I don’t think the CCSID really matters (when singing in) as long as it matches the CCSID that was used to set your password.
I'm using 1.1.9.11 and can log in to PUB400 without any issue.

My password does have a special character in it.

I tried changing the code page on iACS and TN5250j to 273, but still get the same error.

Unfortunately, I have to wait until tomorrow to change my password again so I can remove the special character.
