I agree that the root cause of why you're getting joblogs (either printed
or pending) needs to be addressed.
I will say the problem you were having was not because they were going to
pending instead of printed. Unless, you were just used to managing jobs by
clearing the output queue QEZJOBLOG and not by the GO CLEANUP options.
