I think this definitely qualifies as a 'technical' topic and not a 
'nontechnical' topic.
        By the way...  I asked a two-part question.  It seems the first 
part should have been classified as "technical" because it refers to what 
IBM supports.  But, what about the second part of the question?  Is asking 
application coding type "how-to" questions considered non-technical? ...or 
technical?  Thanks.
