I had this working on our system at one time. I could ssh to the I via Cygwin and debug a python module with python3 -m pudb python_name.py.
I am pretty sure I had it working via ubuntu on win 10 inside the WSL. I tried to use it today and I get the following. All the google results I get are talking about this isn't available on windows nothing about IBM i. ideas?
