I do not use exchange, and my pocket PC is 2002, but there is a setting  under 
options on
the pocke PC email,  Outgoing e-mail server requires authentication. I do not 
know your
setup but in most cases  that should be checked, unless you have the IP address 
for the
Pocket PC open for relay on the mail server. 

Note: the option button is about the last screen when you are setting the  
stuff for the
email on the pocket PC.
