That should work. However, I think the original problem is that "start"
isn't actually a program. It's a command inside the command processor
(CMD.EXE). I think 

%SYSTEMROOT%\System32\cmd.exe \c "start /d ..." 

Would have worked too.

shellexecute=2003-11\Indexes\Index.htm
