I believe that it's the status bar that displays the small icon of a lock. What OS are you running (Windows 98, 2000, XP, etc.)? Are user profiles enabled? Is this in an office environment where your settings might be getting reset by a network administrator loading updates? Are you sure that you are viewing a secure web page at the time? I set it to display (and have now forgotten how) and that toolbar will stay for a few days or weeks, then suddenly no longer displays. the ms ie help only tells me what the symbol means, but not how to display it.
