That is just an option you can select in various flavors of windows, along with
a variety of other things.  From an explorer window, take the menu item Folder
Options (which is under Tools in recent editions, and IIRC, under View in older
ones) then the View tab.  Under Advanced settings, put a check by "Display the
full path in the address bar".  

To me, the single worst default they did -- and the first thing I change in any
installation -- is to "Hide extensions for known file types".  But that's just a
pet peeve of mine.
