Most commonly, it means the attacker can execute code of their choice.
Which generally involves installing some method of continued access,
elevating their priviledges to Admin equivalent, being able to
read/write the file system, exploit any network connections the attacked
machine can access, etc.

What kills me is....
Just about every one of those dad blame critical updates says:
"...an attacker may COMPLETELY take over your PC"

What in the heck does completely mean....
I have XP, aren't we beyond that by now?
