I don't know if this is an option for you, but I use Vonage with my
broadband connection to provide all of the voice mail features you are
looking for, plus the regular phone line including all of the bells and
whistles for $15 a month with 500 minutes of outgoing calls.  Unlimited
use is another $10.  I am not affiliated with Vonage in any way other
than being a customer.
