I'm no expert by any stretch, but I'll relate this tidbit:

For remote desktop/terminal service access to the server, as with 2000
Server you get a license for up to 2 concurrent RD/TS users.  But it
isn't Terminal Services; it's Remote Desktop for Administration as it's
intended to allow you to admin the server remotely.  Very similar to the
token 5250 capacity that iSeries Standard Editions come with. 

RDA is easy to set up but the steps are totally different than for TS.
Unfortunately, it's been nearly a year since I've done it and I don't
recall the exact steps off-hand.
