How is 911 response with cell phones? What if I am in another state? Who gets the 911 call?

There have been some documented instances of 911 calls not being
connected and/or responded to properly when the call came in via VOIP.

The VOIP industry has a mandate from the FCC to provide E911 service ...
but I don't think it's 100% implemented yet.
