How locked down do you want it? I've got 9, 7 and 4 1/2 that I let
"surf". Lock down was trivial. Go into IE content tab, enable Content
Advisor (CA). Goto the General Tab in CA and make sure "Users can see
sites..." is NOT selected and make sure "Supervisor can type a
password..." is checked. And set a secure supervisor password.

Then when the kids IE requests a page (either because they surfed to the
page, or because a page has an embedded link to another page (ads))
you'll get a popup for a password. You can allow access one-time, this
page only or to the site.
