First thing to check is whether all of the Backup Exec services are running. This is almost a certain Backup Exec problem, not a server problem.

If all services are running, then I'd stop them all and re-start them. This is easily done in the later versions of the software, there's an indicator on the lower right of the window that will show red if a service is stopped. It also easily allows the cycling of the services, by double-clicking it.
