Yes, if writing new data to the swap file Windows will send it to the
idle drive if the other drive is busy.  The swap performance will be
more balanced if swap is spread across multiple drives.  

There is no real advantage to moving swap to a different partition on
the same drive or to having multiple swap files on differing partitions
on the same drive, but there will be a performance benefit to having
swap files on multiple physical drives.  Set swap on each drive to
around 1.5-2 times the amount of physical RAM in the box and set it as
fixed (min=max).

Also, go get & install the free PageDefrag from SysInternals.  Defrags
the page file on bootup.

As to other temps, there's the Windows temp area which I believe is set
via environment variables (My Computer Properties - Advanced -
Environment Variables).  PhotoShop's infamous swap file should be placed
on the drive that does not contain the images being worked on.  Most
other apps use their own or the Windows temp area.

While in the MCP - Adv area, click performance settings and disable any
eye candy you don't care about to boost UI performance.
