There is also a C/C++ plugin for Eclipse - not sure where it is at these days - look for CDT at eclipse.org, I think - it probably does not have a way to create forms like Visual Studio does.

Raw development for graphical elements in Windows is not for the faint of heart - that's why there are classes and toolkits and libraries - maybe gcc has some of that, too.
