This is how it has always worked, IF we're talking about shared
network printers, that are not installed locally but on a server.
shared network printers are specific per user, while locally installed
printers are per machine.

Any W2K3 experts out there that can advise on how to setup the printers
once per PC and not per each user of that PC?

Your best bet would be to use group policy to deploy printers to all users.

You could also write a simple logon script that connects the printers.
